The hoops are measured from inside edge to inside edge. This measurement is called the inner diameter and it is usually measured with a caliper. However you can use a ruler.
The measurement that you need is to take the distance from the piercing hole down to the edge of your nose/cartilage/lobe. This will be the smallest inner diameter that you can wear, and the hoop will fit snugly. When ordering beaded hoops make sure you add 1mm to that size to accommodate the beads.
These are the most common sizes but please notice that each person has different facial features and there are exceptions:
6 mm (super snug)
7 mm (snug/tragus piercing fit)
8 mm (common for all types- nose, upper earlobe fit)
9/10 mm (lower earlobe)

Gauge is the thickness of the wire that goes inside your piercing hole.
The smaller the gauge the thicker the earring shaft is.
16 gauge - 1.2 mm (very thick)
18 gauge - 1.0 mm (thick)
20 gauge - 0.8 mm (standard thick)
22 gauge - 0.6 mm (standard)
24 gauge -0.5 mm (very thin)
