WHAT THE LEVELS ACTUALLY MEAN
Two things change as the level rises and both were measured on the finished pages. The grey band the cut has to stay on narrows from 0.50 inches down to 0.20. And the sharpest single turn on the line gets sharper, which is the point where a child has to stop feeding the paper and pivot it instead. Every page prints its own band width so you can see where you are.

WHY THAT IS WORTH SAYING
Most cutting packs are a pile of pages in no particular order. These are in an order, the order is a measurement, and the page tells you the number.

NOTHING GOES BELOW A FIFTH OF AN INCH
Training scissors are blunt and wide and the child's aim is the thing being trained. A band narrower than that does not teach cutting, it teaches a child that they are bad at cutting. The hardest level here is 0.20 inches and stops.
