RAIN BARRELS AND RAINWATER HARVESTING IN NORTH CAROLINA
A 13-page printable guide. Every figure traced to a North Carolina statute, rule, or agency publication. No out-of-state guidance was used.
TWO NC LAWS PROTECT YOUR RAIN BARREL. NEITHER ONE STOPS YOUR HOA.
A city cannot ban it. A county cannot ban it. A building code cannot ban it. Most homeowners know about the 2009 cistern statute. Almost nobody knows about the second law, passed in 2011, that reaches city and county ordinances generally.
But every one of those statutes is aimed at government action. North Carolina protected solar collectors from restrictive covenants and never did the same for rainwater. This guide shows you exactly where that leaves you, and says plainly that the HOA question has no NC case law behind it.
WHAT IS INSIDE
- The full legal position, with the exact statutory language from G.S. 143-138(b12), G.S. 160A-202 and G.S. 153A-145
- The current NC Plumbing Code two-tier table: which uses need no treatment at all, and which trigger disinfection, filtration and backflow protection
- Roof area to gallons, and why NC DEQ publishes 600 when the arithmetic gives 623
- The regulatory sizing standard, 15A NCAC 02H .1057, including the 85 percent capture and five-year rainfall record requirements
- A plain statement of what does NOT apply to a homeowner garden barrel, so nobody can quote a commercial rule at you
- Installation specifications: tank base by size, burial depth minimum and maximum, overflow, backflow, and NC DEQ 0.04-inch first flush
- Mosquito control, including both NC State mesh specifications and why they disagree
- Water quality data from NC State AG-588-18W, including measured zinc, lead and coliform ranges by roof type
- Edible crops: the one North Carolina statement that exists on the subject
- Rebates and cost-share, including the Raleigh Rainwater Rewards programme
WHERE NORTH CAROLINA DISAGREES WITH ITSELF
600 gallons or 623. Eighty-five percent or eighty-six. One millimetre of mesh or one sixteenth of an inch. Mosquito dunks or s-methoprene. Every one of these conflicts is printed with both positions, the source of each, and a recommendation.
WHAT NORTH CAROLINA DOES NOT SAY
Eleven questions the state has not answered, named explicitly: no potable guidance, no water testing protocol, no winterising procedure, no permit answer, no E. coli limit for rainwater on edible crops. You will know exactly where anyone else confident answer came from.

WHAT THIS IS AND IS NOT
An educational guide compiled from published North Carolina law, administrative code, NC DEQ, NCDA and CS and NC State Extension material. It is not legal advice, not a plumbing design, and not a site-specific recommendation for your property. Codes and rules are amended, so verify anything consequential against the current adopted edition.
