Photos go in with free Adobe Acrobat Reader on a computer (tested on Windows). Chrome and Edge fill in the typing boxes but can't add photos, so print that page and glue the photo in instead. Some older phone photos have to be re-saved before Reader will take them; page 4 shows how.
