Every violation notice, in the right order, built around your own documents, because New York has no single HOA law.
For volunteer HOA, condo and co-op boards: four notice letters, each with a one-page step checklist, so you always know the next step.

Built for: Volunteer board members of New York homeowners associations, condominiums and co-ops. New York has no single HOA statute, so your declaration, bylaws, rules (co-ops: proprietary lease) set the violation, hearing and fine steps. This kit follows a fair process with blanks for the periods your documents set, and cites the state laws that do apply.

WHAT'S INSIDE
• The violation notice process: 4 fill-in letters (courtesy notice, formal notice of violation, notice of hearing, and notice of Board decision and fine). Each comes with an instruction page on when to use it, how to send it, what New York law sets and what your documents decide.
• Step checklists: one page per letter. When to send it, what must already have happened, the timing (and who sets it), and what comes next. Plus a one-page overview of the whole process.
• "How New York is different": one page on where your rules come from as an HOA, a condo or a co-op, and the few numbers state law does set.
• Architectural request packet: owner request form and a board decision letter (approve, approve with conditions, or deny), with New York's solar and EV-charger rules and its own step checklist.
• Notice + ARC tracker (.xlsx): enter your documents' periods once, type in a date and it works out the next date, highlights anything overdue, and keeps a status page. Opens in Excel and Google Sheets.
• 1-page Quick Start.
• Bonus: New Owner Welcome Letter + Quick Facts sheet (Word + PDF).
• PDF copies of every document.

WHAT NEW YORK LAW SETS, AND WHERE YOUR DOCUMENTS TAKE OVER
• Notice, hearing and fine steps: set by your governing documents. The letters give the owner written notice and a chance to be heard before any penalty, with blanks for your documents' periods.
• Condos: owners must follow the bylaws and rules, and the board may sue over violations (Real Property Law §339-j); the lien for common charges and the 90-day notice before a foreclosure (§339-z, §339-aa).
• EV chargers: an application not denied in writing within 60 days is deemed approved (§343, §339-ll). Solar and EV denials need a detailed written reason (§342, §343).
• Meetings and records for HOAs under the Not-for-Profit Corporation Law: 10 to 50 days' notice of members' meetings when delivered personally, by first-class mail, fax or email (§605), and records requests by members of record for 6+ months on five days' written demand (§621).

WHY BOARDS USE IT
• The same calm process every time, for every owner. It keeps the letter about the rule, not the neighbor.
• Each instruction page names the law section it relies on, or says plainly when your documents decide, so your board can check it.
• No more piecing the steps together from forum threads at 10 p.m.

HOW IT WORKS
1. Download the files after purchase.
2. Start with "How New York is different", then the overview page, then the checklist for the step you're on.
3. Open the letter in Word, Google Docs or Pages and fill in the highlighted [brackets].
4. Log the date in the tracker. Check everything against your own governing documents.

FORMATS: .docx (editable), .pdf, .xlsx. US Letter size. This is a digital download; nothing will be shipped.

Law summaries were checked against the official statute text in October 2026.

NOT LEGAL ADVICE
Not legal advice. These are general letters, checklists and a plain-English summary of selected New York laws. They don't create an attorney-client relationship, and the seller is not a law firm. Laws change, and your declaration, bylaws, rules and enforcement policy may add steps. Check them before sending anything, and talk to a licensed New York attorney for disputes, liens or lawsuits.
