Surname, presumably, comes from the type of a big hunting falcon - the saker falcon (Falco cherrug). This species breeds from eastern Europe.
In Ukrainian name for this species of falcons sounds like "balaban". "off" - it is just ending that denotes (in Ukrainian) belonging to the genus.
Also it was a name for people who were engaged in breeding and training of these falcons.

The combination of port wine interior and brown horse chromexcel exterior is beautiful. Horse chromexcel has a tighter grain compared to cowhide. Quite different feeling. Smoother , waxier yet more structured looking. Fantastic.
