This mini clown hat is made from a black and white polka dot satin on a wired buckram frame that has been also covered in felt- so it's super sturdy and has a perfectly smooth surface. the pom pom on top is handmade and it has a layer of black ruffles on the base. The collar ties right on.
This listing is for the cuffs, collar, and hat.

It comes on a headband that goes through elastic on the bottom so you can slide it into any position on your head. I use only the most comfortable headbands that fit kids or adults comfortably.
