The file is a vintage photocopy/scan, and the instructions are brief, not modern step-by-step.

Materials list: Home-Ties Kentucky Soft Spun Rug Yarn, crochet hook size J or 9, and yarn amounts for a 22" x 30" rug.
Starting instructions: use 2 strands of yarn, chain 21, work 40 single crochet around the chain, then continue increasing at each end.
Shaping guidance: increase only at the ends as needed to keep the rug flat; turn up more at the ends if needed; avoid over-increasing.
Color-change instructions.
Suggested color combinations on page 4.
