It took me a while to learn how to transfer this type of nail decoration. I cut out the design I want with room around it, put it in water for about 12-13 seconds, then move the whole thing, backing and all, up on the rim of the water bowl. Then with the pinky of the hand opposite of the hand I want it on (so with my left pinky if it's going on a nail on my right hand) I touch the tattoo. It will stick to your finger with the design side down. Then I place it on the nail, and the design side will be up. Be careful where you place it, because it will be difficult to move around once placed. I did not find tweezers helpful.
