I have many years of experience in professionally sewing clown costumes in baby sizes through adult 5XL sizes. They are created to be baggy. You do not need to size up in order to purchase a large costume. If you are debating between two sizes, I suggest purchasing the larger one. The cuffs won't touch the ground because there is elastic around the ankles.
