What file is better JPEG or PDF?

I always recommend customers order PDF's. PDF's hold the quality of the work better. However, if you plan on printing with an online site, most of them require JPEG's. Also if you plan on printing on photo paper, then JPEG's are good to use.

What are these marks on my PDF?

Those are crop marks. They are guides to help assist the you or the printer where to cut out the product. They should not appear on your final product.

What kind of cardstock should I use?

If you plan on printing with cardstock, I would choose one that is at least 100lbs or more. As far as the finishing goes, matte or glossy, it really is a personal preference. If the piece you are printing has lots of color, it may look good to get glossy finish to really make those colors pop. It's totally personal choice.
