Can I use a 3mm File for a different thickness material?

Unless you are familiar with customizing vector files the short answer is NO.
using a material thickness different than what the file is specified for will give you undesired results.

Cut the design and the pieces fit loose to tight why?

Our files are designed for a perfect fit but there are a few reasons why they may seem loose or to tight when assembling.
*- Material Thickness = please make sure to use the material thickness the file is designed for. Sometimes materials are advertised as for example 3mm and when measured with a caliper you find out its 2.8mm etc.
*- Machine Focus = If your machine isn't focused correctly the beam size will change and have a wider cut (Kerf) this will affect how the pieces fit together.
*-Kerf = if your machine's kerf values aren't set correctly you may end up with undesired results
