Refund is not possible when the tracking says that your item is delivered. Once package is out of my country It's not my responsibility anymore. If you have some issues with delivery inside your country you need to contact your local post office.

In case if your package was not delivered properly and sent back to me I will need to wait until it's delivered and then make a refund.

UPS International Air Mail: Expect 1-3 weeks from dispatch date to arrive however please consider the customs clearance process can add time to the estimated delivery date.

This is how it works:
1. I create a label for the UPS (the last service which is going to be used in USA) but shipping to Kiev first using our local service;
2. Then from Kiev it should be shipped to USA by air (USA is transit country);
3. Then it has to be shipped to Miami;
4, And only then it should be picked up by UPS service and shipping to your country.

So that is why you don’t see all the previous steps by your link, it tracks only the last steps.

I'm not responsible for delays related to the customs - I can't control it. You can track your package. Note: Your package can be stuck on customs for a week or more for holidays or because of another COVID pandemic vave.

Don't worry about any additional payments on customs. My shipping method doesn't require any additional cost. For customers from Europe I attach invoices to the package for customs, another copy of the invoice you can find inside your package. Once you have already paid your VAT tax on Etsy you shouldn't be charged one more time on customs.
