SCALE & HEIGHT EXPLAINED:
28mm scale means that a miniature of a 1.8m human will measure 28mm from feet to eye level. Applying the same scale to a dwarf will result in a miniature that will measure 20mm from feet to eye level because they are only 1.3m tall. On the other hand, an ogre, which is usually about 3m tall, at this scale will measure 46mm from feet to eye level.
