WHY WHOLE WORDS AND NOT MORE SINGLE LETTERS
A child who can form every letter still has three things left to learn: where one letter ends and the next begins, how to keep a whole word sitting on the line, and how to leave a space between words that reads as a space. None of that gets practised by another page of the letter S.

THE SPACING IS THE POINT
The letters in each word are set at their own natural widths, not on a fixed grid. An l is a hairline and an m is wide, and words spaced on a grid teach a child to write l i t t l e. The gap between repeated words is set wider than the gap between letters on purpose, so a child can see where a word ends.
