USPS Not scanning in Paypal printed labels WHY???

Hey guys so ater my 6th DELAYED or LOST package within a 45 day period i began freaking out...I have not had any delayed or lost packages in the 3 years that i have been shipping and in buissness :) so i went too my post master and had a ton of Questions:
Why are my packages showing as LABEL PRINTED but no progress through my tracking number? He responded that in the past two months they are not showing received BECAUSE they received An email from headquarters stating that since paypal or PRE PRINTED labels Receive a discount on delivery tracking that they are NOT ALLOWED to scan them in as Received *SHOCKED FACE*
So how do i get tracking or rceived status i asked? If you write out each label and bring the package in and pay the .$70 cents delivery conformation amount then and only then your packages will be scanned as received
I asked so under our paypal protection or seller protection policy if a package is not scanned in as received then we are not covered if a package is ost or stolen during shipping...so where is our protection? he exaplined that he can only do what he is allowed too do and that we will have to take it up with paypal BUT that there is a loop hole??? he explained that there is a form for BATCH SHIPPING that we could all apply for and bring the form in that has the bar code and that the usps could SCAN the bar code as RECEIVED bacth packages BUT that it WILL NOT scan each item individually it will only show that i shipped a batch of packages and how many packages were received!
I asked so when does the packages get scanned? He replied Packages that have pre printed lables or paypal labels only get scanned once they arrive at the destination address post office!
WHAT IN THE WORLD.....I have entered a new planted????
Is anyone else finding this hard too swollow did i miss something somewhere????

I believe USPS has an agreement with Paypal. Del. Conf. through PP only costs 10 cents, (as opposed to 70 cents if you purchase it at the Post Office) - so they only scan at delivery. DC is not tracking, it is simply confirmation of delivery.
FYI, if you spring for the extra $ and use the Post Office's DC slips, they do scan at the Post Office when you drop it off, and usually at the check points in between.

You need to use the SCAN form to get them scanned in!
Go to Paypal multi-order shipping (whether you have one or many to ship, it works). When you pay/print and the label pops up to print, look at the tabs. One will say "print SCAN form". It's a one page form with a barcode that the mail carrier (or P.O. counter persion) must scan to enter the package(s) into the system. Works great and solves the problem. Just show it when you drop off the packages or leave it with them for carrier pickup. :-)

That's absolutely insane! Delivery confirmation should be the same whether I take it to the post office or not. I don't mind being charged more if that's what it takes, but I do not want to have to take time off work to go to the post office. Ridiculous.

I LOVE YOU ...Thats what i need I will do that now so when they Scan the bar code it scans each package and not just the batch shipping?

What knitwit said. My PO never scanned online labels. They said DC only read scanning at delivery because it's not tracking.

So it still want show as Packaged recived for shipping by local post office Semmes, alabama etc....
What if the package is lost or delayed before it get scanned is as received? does it show any status beore it gets to the destatination post office?

It won't show scan until you present the scanform. I think they scan with home pick ups.
